Caesar 4
Begining as governor of a newly formed province in the Roman Empire your goal is simple: advance up the empire`s political ladder to become the next Caesar. As governor, you will have total control over your province, including city planning, finances, and defences.

this game is a poor substitute for Caesar III or civ city rome. It is slow, poorly designed and weak on strategy. Even at full speed the game lacks drama and inventiveness. The urgency of organization is missing entirely.
